The summit is indeed on top of a hill.   
Chimney Rock was a sign to Pioneers that they had arrived in the West.  It's also a sign that you are within 50 miles of the highpoint.
Zephyr managed to cross the cattle guard at the entrance with me.
The turnoff is clearly marked.
